Mascara Answers

I am a twenty-three-year-old woman who unfortunately looks about nineteen or twenty. I wish to appear older so that people may take me more seriously & not mistake me for a teenager. I currently wear makeup, eye shadow/liner, mascara, etc., but I still end up looking younger than I am. If anyone has any advice, I would greatly appreciate it!
And please note, as much as I appreciate people trying to make me feel better, I do NOT agree that looking too young is a “blessing,” or that someday I will “appreciate” it. I personally find a more mature look to be more attractive in women anyway. Again, thanks for any advice!

Using black eyeliner pencil?It’s Rimmel Soft Kohl Kajal Eyeliner Pencil.
I usually wear it on the inner rim of my eye but I heard this is out of date & makes your eyes look smaller :/
I usually use white eyeliner on the inner rims of my eyes & curl my eyelashes before applying mascara,but is there anything else I can do to make my eyes look wider & bigger?

I’m 13, trying to avoid too much makeup. Eyeline ALWAYS makes my eyes water when I put it on the line, because if I put it outside of the line, I look like a ghoul. lol
Daily makeup: I usually wear black mascara (I found a kind that makes my short brown lashes long & curvy) on the top eyelashes, & a little bit on the bottom, sometimes just a line of purple or light green eyeshadow right on my eyelash line, a light bronzing powder on my face, & some light pink lipgloss.
I also have very fair skin, with few freckles.
Here is a picture, it’s a really good one that makes my eyes look really blue. They usually don’t look this blue unless I’m ouside in the sun or under flourescent lights:

If I use a primer, eyelash curler, & mascara would it make my short eyelashes appear longer? Is their any particular mascara that really makes eyelashes look alot longer. And is their any other ways to make eyelashes longer or at least appear longer?
